Muterspaw, who was born and raised in the Middletown area, brought in a mindset that Community Policing was not an assignment, rather a philosophy of policing. This created a more enjoyable working atmosphere while still getting the job done effectively. Change, Community, and transparency were the departments calling cards under his command.
